Singapore maintains active fax infrastructure across government agencies, law firms, healthcare institutions, and financial services. Despite being one of Asia's most digitally advanced economies, fax remains a recognised and commonly used channel for official document submission and professional correspondence — particularly where an auditable paper trail or formal written record is required.

For a detailed walkthrough, see our guide: How to Send Fax Online in Singapore.

Singapore fax number format

Singapore uses a straightforward 8-digit flat numbering system with no area codes:

  • Country code: +65
  • No leading zero: unlike the UK or Germany, Singapore numbers do not have a leading 0 to drop
  • Fixed line fax numbers: 8 digits, starting with 6 (e.g. +65 6XXX XXXX)
  • Full format example: +65 6123 4567

When using an online fax service, select Singapore (+65) from the country dropdown, then enter the 8-digit number exactly as published.

Important: Singapore mobile numbers start with 8 or 9. Mobile numbers cannot receive faxes — fax lines are fixed-line numbers starting with 6. If you have a number starting with 8 or 9, it is a mobile number, not a fax line.

Who uses fax in Singapore

Government agencies: MOM, CPF, IRAS, and HDB

Several major Singapore government agencies maintain fax lines for formal document submissions:

  • MOM (Ministry of Manpower) accepts faxed correspondence related to work passes, employment disputes, and workplace safety submissions. Employers dealing with EP, S Pass, or work permit documentation may need to fax supporting documents to MOM's relevant departments.
  • CPF Board (Central Provident Fund) uses fax for certain employer contribution corrections, member queries, and formal written submissions where physical documentation is required.
  • IRAS (Inland Revenue Authority of Singapore) accepts faxed responses and supporting documents for income tax, GST, and property tax correspondence. If you have received an IRAS query letter, the fax number for the relevant department is typically published in the letter itself.
  • HDB (Housing Development Board) uses fax for property-related correspondence including flat transfer documentation, mortgage-related communications, and submissions from law firms handling HDB conveyancing matters.

Law firms: conveyancing and litigation

Singapore law firms use fax for a range of formal legal correspondence, particularly in conveyancing transactions and litigation proceedings. Fax is recognised under Singapore civil procedure as a valid method of service, which makes the transmission record (with timestamp) legally significant. Law firms handling HDB flat sales, private property conveyancing, and commercial litigation routinely receive and send documents by fax. Many firms list a fax number alongside their main contact details for this purpose.

Healthcare: hospitals and specialist clinics

Singapore's public and private healthcare institutions — including Singapore General Hospital (SGH), National University Hospital (NUH), Raffles Hospital, and numerous private specialist clinics — use fax to exchange referral letters, specialist reports, medical records requests, and discharge summaries. Inter-institution referrals between polyclinics, restructured hospitals, and private specialists frequently use fax as a reliable channel that integrates with existing clinical workflows.

Insurance: financial and insurance correspondence

Major insurers operating in Singapore — including Great Eastern, Prudential Singapore, AIA Singapore, and Income Insurance — use fax to process signed policy documents, claims submissions, and formal change-of-instructions requests. Financial advisory firms and their compliance teams also use fax for regulated document exchanges where an auditable submission record is required.
